Our Lobbying Team
The Vermont Chamber has a lobbying team working on behalf of business members with the Vermont General Assembly and the administration. The Vermont Chamber lobbyists provide legislators with valuable information and insight on business concerns. During the session, the team communicates their actions to Chamber members with weekly comprehensive Legislative Updates.
Watch your mailbox for the Vermont Chamber's legislative publications: The annual Business Agenda, detailing the Chamber's government affairs policies; the Vermont Chamber Priorities for Job Creation and Retention, a summary "notecard" that is published annually; and the Legislative Handbook, a face-book of all legislators, published each biennium.
The valuable weekly Vermont Chamber Legislative Update will come to you via email, detailing the legislative news of the week regarding the business issues we follow on your behalf, and providing breaking news.

Duane Marsh is the President of the Vermont Chamber. Duane was born and educated in Michigan. He received his Bachelor of Science and Masters of Business Administration from Central Michigan University in Mt. Pleasant, Michigan. For seven years he operated a small family-owned business and served two years as a Legislative Assistant for a Member of the U.S. House of Representative in Washington, D.C. Duane has spend almost 25 years in the chamber of commerce industry serving as CEO for three local chambers of commerce in Michigan and Indiana. Chris Carrigan provides a valuable historical perspective on legislative issues, having specialized in environmental regulation and electric restructuring for nearly 10 years at both the state and federal levels. He is also considered an authority on permit reform and electric restructuring in Vermont and advocated for a restructured electric industry with a choice of providers for more than five years. Vicky Tebbetts is the Vermont Chamber Vice President, Vermont Hospitality Council. Vicky, a graduate of Mount Holyoke College in South Hadley, Massachusetts, is a Vermont licensed attorney with a J.D. from Vermont Law School as well as a Masters' degree in environmental law. In her sixth year at the Vermont Chamber, Vicky lobbies in the areas of environment and regulation, permitting, and energy. She represents the Vermont Chamber on the communications committee of the Vermont Energy Partnership, as well as on the Advisory Council of the newly formed New England Energy Alliance.
